IRF: “Public support for cross-border cooperation in the Biosphere Reserve “Eastern Carpathians”

March 4, 2021

Project title:

“Public support for cross-border cooperation in the International Biosphere Reserve” Eastern Carpathians”

With the support of:

International Renaissance Foundation

Logistic partners:

Uzhanskyi NNP

State Museum of  Natural History, National Academy of Sciences of Ukraine

The duration of the project:

2021

Background:

The actuality of theme:

For Ukraine, which is located in Central and Eastern Europe and borders seven countries and has many common environmental objectives with them in cross-border areas, international environmental cooperation is particularly relevant.

The International Biosphere Reserve “Eastern Carpathians” is the world’s first three lateral conservation areas located in the Eastern Carpathian Mts., uniting conservation areas in Poland, Slovakia and Ukraine.

The purpose of the Reserve was to intensify cross-border cooperation in the field of environmental protection, including the implementation of joint projects to address environmental problems in the border area, development of ecotourism and cultural communication between the three border parties.

The main components of the success of the Eastern Carpathians International Biosphere Reserve are the ongoing support of international cooperation at the local, national and international levels.  Therefore, strengthening cooperation between stakeholders in all countries that are part of the Reserve is one of the key problems of its operation.  Active cooperation makes it possible to develop cooperation between the countries that established the Reserve in organizational, scientific, environmental and other aspects.  Such actions will facilitate the establishment of international and international partnerships, both on the territory of the Reserve itself and between the Reserve and academic institutions, business representatives and the local population, in particular through the exchange of information, knowledge and best practices.

Unfortunately, to date, cross-border cooperation within the Reserve between the Ukrainian, Polish and Slovak sides is quite low.

Project objectives:

Among the priority tasks of the project:

  •       increasing cross-border communication and strengthening cooperation within the International Biosphere Reserve “Eastern Carpathians”;
  •       assessment of socio-environmental risks of opening the border crossing point “Lubnia-Volosate”, which is important for improving cooperation within the Reserve and improving the welfare of local communities;
  •       search for opportunities for the development of border areas within the International Biosphere Reserve “Eastern Carpathians”, in particular the creation of a common communication platform for protected areas that will stimulate cross-border cooperation, cultural exchange, tourism development, which in the long run will boost business projects.
