And even “freshly stolen” lands (forests, coastal strips, cultural heritage protection zones, parks, squares, etc.) will now be extremely difficult and expensive for the state budget to return. If the land was seized less than 10 years ago, and this is proven in court, the state or communities will be obliged to pay the owner compensation in the amount of the market value of the land. That is, the legal owner will buy out the land that was illegally seized with the funds of the state or municipal budget.
The law does not simply take away fragments of natural areas from the community and illegally transfer them to private property. Most importantly, the law violates the basic rule of social justice – “liability for a committed crime without a term of validity”, supporting the right of the strong. And all this is happening during a bloody war.
It is also cynical that the President signed this Law on the day when the First International Forum on the Green Restoration of Ukraine took place. After all, in this way, he crossed out the green restoration in many illegally occupied areas of forests, coastal strips, territories of the North-West Frontier Province, etc.
Analyzing the development of the country’s movement towards fulfilling EU requirements in the field of environment over the past year, one can trace a clear movement of the country in the opposite direction, although of course the official authorities deny this. And it is very painful that all this is happening during the war for the survival of Ukrainians and Ukrainian nature.
